The Department of Finance is responsible for the management of the Council’s finances, in accordance with the Council’s Financial and Accounting Manual as dictated by the Local Government Finance and Audit Act, 2004. The Department comprises of the following units:
- Finance and Accounts Unit
- Debts Unit
- Rates
- Licenses Unit
- Markets Unit
The Debt Unit is led by the Debt Manager. The Debt Unit is charged with the recovery of all the Council’s outstanding debts from central government, parastatals, private companies, and residents.
The Rates Unit is responsible for the registration, transfer and updating of properties and compounds in the municipality. The Rates Unit produces demand notes for the payment of property rates, including both current rates for this year and arrears rates for previous year(s).
The License Unit keeps an inventory of all the businesses operating within the municipality. The License Unit collect all trade license taxes from businesses and issues trade license receipts and certificates in accordance with section 20 sub-section (1) of the Local Government Finance and Audit Act, 2004. Keeping Kanifing municipality clean is at the heart of Kanifing Municipal Council’s mandate. The Council budgeted over D 72 million for waste collection and transportation in 2021, which equates to over 27 percent of the Council’s total expenditures. One way for the Council to recover these costs and ensure cleanliness throughout the municipality is through the collection of an “Environmental Charge” – commonly known as “Partial Cost Recovery”. http://kanifing.gm/partial-cost-recovery/
The Markets Unit is headed by the Markets Manager and is charged with the responsibility of managing all markets operations within the municipality including the collection of daily fees, monthly fees, and canteen rental fees.
