Terms of Reference (ToR) for the Director of the Kanifing Municipal Library

Position Title: Director – Kanifing Municipal Library

Location: Kanifing Municipal Library

Reports To: Board of Trustees of the Kanifing Municipal Library

1. Purpose of the Position

The Director of Municipal Library is responsible for overseeing the overall administration, management, and strategic direction of the municipal library. The Director will ensure that the library meets the needs of the community and other clienteles/ users, and also provides a wide range of services, resources, and opportunities for the public.

2. Key Responsibilities

o Provide leadership in developing and ensuring the library’s vision, mission, and objectives.

o Ensure the day-to-day management of the library, including staff, recruitment, training and capacity building, supervision, and evaluation, as well as the materials and other properties of the library.

o Develop and manage the library’s budget and ensure the effective allocation and utilization of resources.

o Identify and seek funding opportunities by preparing grant proposals.

o Oversee the development and implementation of library programmes and services through advocacy, outreach and other marketing initiatives of library services.

o Ensure the library’s collection is diverse, relevant, and accessible to all users.

o Establish and maintain partnerships and collaboration with community organizations, schools, central and local government institutions, the private sector, and other libraries and library associations – nationally, regionally and internationally.

o Develop and implement library policies, procedures, and best practices.

o Ensure compliance with applicable laws and regulations.

o Advocate for the use and promotion of technologically enhanced library services through merging trends in ICT innovations in library services.

o Prepare regular reports (quarterly/ annually) for the Board of Trustees and other stakeholders about library activities and performance.

o Any other duties assigned by the Board of Trustees

3. Qualifications

• Master’s degree in Library and Information Science (MLIS)/ Information Studies or equivalent from any accredited institution, with a minimum of 5 years of progressive experience in library management

Or

Bachelor’s degree in Library and Information Science (BLIS)/ Information Studies from any accredited institution, with over 10 years experience.

• Proven leadership and management skills.

• Strong communication and interpersonal skills.

• Knowledge of library technologies and emerging trends in library and information services.

• A good understanding of budget management and financial reporting is essential.

4. Evaluation

• Performance will be evaluated annually based on the achievement of the established goals and objectives.

The Senior Librarian will play a pivotal role in developing library programmes and services to enhance community engagement and knowledge access. He/ she will lead and manage the library services and programmes to meet the needs of the community.

o Assist in the daily operations and management of the library.

o Supervise library staff, providing training and support.

o Develop and implement library policies and procedures.

o Develop and implement library programmes which underline literacy and support learning.

o Promote library services and programmes through advocacy and outreach.

o Manage library collections by ensuring its diversity.

o Assist in collection development and management based on community needs and trends.

o Ensure high-quality service to library patrons.

o Assist in preparing and managing the library budget.

o Monitor expenditures and identify funding opportunities.

o The Senior Librarian will report directly to the Director.
