The Committee has eight (7) members comprising two (2) Councillors, three subject matter specialists, one staff and one (1) Ex-Co members. All the subject matter specialists are non-staff of the Council. The CEO sits in the Committee as an Ex-Officio member.

TERMS OF REFERENCE OF THE COMMITTEE
The Committee is mandated to:
- coordinate plans and programmes of development in the Municipality;
- promoting economic, social, spatial and human settlement policies relating to the development of the municipality;
- harmonising development policies of the Municipality with national development policies;
- integrating and coordinating the processes of planning, programming and implementation;
- initiating and implementing development programmes and projects;
- monitoring and evaluating all policies, programmes and projects of development; and
- such other functions as the Council may deem fit.
The Committee meets once in a month unless required otherwise.
