The Committee has eight (8) members comprising three (3) Councillors, three subject matter specialists and two (2) Ex-Co members. All the subject matter specialists are non-staff of the Council. The CEO sits in the Committee as an Ex-Offcio member.

TERMS OF REFERENCE OF THE COMMITTEE
The Committee is mandated to:
- recommend to the Local Government Service Commission, the appointment, dismissal, conditions of service and discipline of officers and others.
- Responsible of the employees of the Council and any matters connected therewith; and
- such other functions as the Council may deem fit.
The Committee meets once monthly unless required otherwise.
